My computer is not working properly. My screen is blue and I have no icons and can't find them. The visual is missing. I can't see the system restore of my programs from the start menu.

My computer screen is blue and I can't see my icons. My programs from the start up menu is missing. I can't see anything from system restore. I can get on the internet but my settings are off.
