That depends very much on the care they get. A good age for a budgie are 8 to 12 years.
Anything beyond that is exceptional (friends of my parents had a budgie who reached 20 years), and below 8 years would be a bit premature (under good care).
Unfortunately, there are many people who "use up" their budgies in 2 or 3 scarce years because they underestimate the importance of hygiene, good nutrition, physical fitness and social contact.
