Should you pull over to the shoulder of the freeway and turn your car lights off or leave them on when caught in a violent dust storm?

Flashers, and shut your car off. Dust pulled into a running engine equals death to your engine.
You should pull off the road if you can safely do so and turn off your lights period as if you do not some poor fool that is determined to keep driving in it might follow your lights right up to the point of impacting you.
Yes leave your light on,lest you want to get run over by a 18 wheeler.

it you leave on the headlights it will drain the battery much faster, it's better to leave on the hazard lights. :-)
