can you revive a giant elm tree that is 2/3 dead

Is it possible to revive a giant elm that has been water deprived and declared "2/3" dead by the city? Also something about a "wind mantle"?? They plan to cut it down in he fall. It doesn't look "2/3" dead to the 2 of us as there is only one big obviously dead branch. We were hoping to have just that one dead branch cut off. Would it be futile to try and nurture it back to health? Would appreciate any ideas.

If it is a Dutch elm tree, probably not. You could try cutting out the dead. There was an insecticide that you could inject into the tree, but not sure it worked very well. It worked better as a bug preventer.
