      I don't think so unless your partner sneaks him out. Your signature has to be on the passport too when they apply. Go to a judge and have her issue a stop and desist order. Hurry. I hope he's not go to a third world country.

        Depends who has full custody of the child,if you are the sole carer to the child and you have not given your ex permission,this can be classed as kidnapping,or even abducting.

          if you have custody, that would be kidnapping, if so i'd call an atorney or the police or both!
