Any time I have had a blister I have used a fine sewing needle which I sterilise and push the needle under the skin just past the edge of the blister. I push the needle into the blister and this allows the water in the blister to run out when I withdraw the needle whilst leaving the skin over the blister to help to keep germs out.
I have used this on burn blisters and blisters on my feet caused by long marches in the army particularly in tropical conditions.
