I've always used this method. Drill holes as deep as you can into the top of the stump, then fill the holes with bleach. Repeat bleach for a few days if you want. This is not the fastest method but it will cause the stump to rot faster.
I don't drill holes, I just pour turpentine around the outer edge near the bark. Each week, for three weeks, I pour one whole bottle of the stuff. It sure kills them. They'll be as dead as a doornalia.
Actually the best way is to let Mother Nature do it for you!

Colleen's drilling of holes is good, but a lot of work. All you need to do is to take the saw that you cut the tree down with, either chainsaw or handsaw, cut a big X across the entire stump just a few strokes down, and cover the stump with some dirt from around the base of the tree. The bacteria in the dirt will start to break down the wood of the stump.
You do not kill a tree stump! It dies with in a few days/weeks of the trunk, branchs and leaves/needles being cut off

What you need is:(1) DYNAMITE (2) STUMP GRINDING MACHINE; OR(3) STUMP REMOVER,(copper sulfate is probably the best) found at your local hardware or feed supply store.

However, just remember, DYNAMITE IS THE FASTEST BUT ILLEAGLE; GRINDING MACHINE THE SECOND FASTEST AND MOST EXPENSIVE; STUMP REMOVER THE CHEAPEAST AND SSLLLOOOOWWWWWEEEEEESSSSSSSTTTTTTTT.

    Have fun: HUSKIN4EVER
