Family genetics have a lot to do with when girls enter fully into puberty. Talk to your mother and see if "late blooming" is normal for either side of your family. If you're truly concerned, see if she can schedule an appointment for you to see a Gynecologist to make sure there's nothing medical impeding your development. Make sure you eat healthy and get good exercise. An unhealthy body can slow down natural progression of a developing body.
