Which tool bar? If it's Bing, you'll find it in your programs under the name Conduit Engine. Any others are under their proper name I believe.
Start Button > Control panel > Programs > add/uninstall programs > find the toolbar > click uninstall.

OK, go to your View button. Under that you'll see a list of the toolbars you have on your computer. By unchecking a toolbar, that deactivates it. Checking it again will reactivate it. Try unchecking each one in your list to find the one you want to remove. Then you will know it's name and can uninstall it following the directions I gave above.
