I have found in raising roses that the best time to cut back a rose bush is when the temp is going to be freezing or below for awhile and I completely cut mine back stems and all off and cut it back that way and I have found that this when it comes time for warmer weather and they start to grow again that the stem itself or the stalk whatever you want to call the main stem comes back thicker, hardier and more blooms and all. Hope this helps.
