Did the thermostat get replaced? If it wasn't replace, then there's no thermostat letting the regulator know the engine is hot and needs the fan to turn on and the water pump to circulate water to cool the engine. If the thermostat has been replaced and the engine is still getting hot then the regulator is bad. Replace the regulator. Or the new one is bad and it's frozen closed.

Many things cause overheating.Sometimes a combination.First of all get a new thermostat & put it back in.Removal of thermostat can cause water to flow too fast to cool down.Burnt out valves.Cracked or warped head.Blown head gasket.a compression test would reveal most of these.Blocked radiator.Blocked exhaust. It's trial & error & can be a real pain in the arse.
