    is it possible for the water to stop running so you think it is off then later for it to start running again after you leave the room

    Yes, that can happen. Especially if the water-tap is old and worn off. You'll probably need to have it fixed. This kind of problem usually becomes progressively worse and can turn into a substancial waste of water. Just imagine it dripping along during an entire day... it sums up.

    The other explanation for the behaviour of your water-tap is that you have a ghost in your house that is having fun freaking you out. But I think the first possibility I mentioned is way more likely - and easier to fix.
