You need to find a copy of your deed, or a plot plan which is usually in the Assessors Office for the city or town you live in. You need to find out whose property the wall was on. Then you need to find out who took the wall down, if it was your wall and the neighbor took it down - he is responsible to put it back up. He may want to pay you for having the wall reconstructed which is OK, or he may want to reconstruct it himself. Either way is OK.
