    The problem began about a year ago without any apparent cause

      You need to replace the bubble... When the tank gets full it is dumping. Call I plumber.. it will only cost for the visit and a part... It wont take but 15 min to fix. Yes it is a waste of water.

        Toilets do not flush by themselves. You have a poltergeist. Do NOT call a plumber or he will be 'dealt with', probably gruesomely. Call in a Southern Baptist Pastor or any Democrat Congressperson. Plumbers are valuable in emergencies.
