      an advisory board would reconmend changes,imput new ideas as well as people maybe even suggest changes in policy as far as the amount of people that would vary depending what the situation calls for.

        Just like it says "Advisory" they have the power to advise. Although usually most companies have a top dog who just looks at their advise and does what he wants anyway.
