        a little bit of bleach will do the trick lightly sprinkled on top of each bin!

          Don't leave the bags where the seagulls can get at them, buy a rubbish bucket.

            thats good advice. i live in cardiff and if we had our bags in a dust bin or anything like that the counsil wouldnt collect them.
