      Before... The damage done by dying can be removed or hidden with a cut. Not to mention the color will not over saturate the freshly trimmed shaft.

                It is best to cut after any chemical service. This way you get rid of any of the damaged ends from the treatment. No matter what, when you do anything to the hair involving chemicals there will be a certain amount of damage.
