Where did you buy your laptop? All computers should come with recovery disks. You're going to have to contact who you bought the laptop from or have the laptop looked at by a computer professional.

No, it's not missing the operating system. There's an issue causing the BIOS to not recognize your hard drive. This means there is damage to your hard drive. Your best bet is to contact the manufacturer of your computer or hard drive. They may have a utility that you can use to perform a more detailed scan for damaged areas of the disk drive and help verify the correct BIOS settings. However if the damage is sever, then it will require getting a new hard drive.
