What does "error 404" mean when I am trying to open a page? I think someone is hiding something.

Trying to recover information that I have serious questions about.
For legal reasons I need to have the proof that is being hidden form me. Please Help

It means only that the page does not exist - it is no conspiracy

The 404 or Not Found error message is an HTTP standard response code indicating that the client was able to communicate with the server but the server could not find what was requested
