How come not all fireworks are allowed in Virginia?

According to the state law, only fountains, sparklers, and novelties are allowed in the state to sell as consumer fireworks. Why can't they sell more than that (firecrackers, bottle rockets, etc.)? Besides, when you think of Virginia you remember the country's history, including the Declaration of Independence, which was signed in this state. And when you think of July 4th, you think of fireworks, so wouldn't it make sense to have more fireworks legalized here?

That's because they are dangerous. Sparklers won't burn your house, nor anyone else's.

Right, but it's the consumers responsibility to stay safe.

That's because many consumers are too stupid to have them.
