Yes. It depends on the system you have and whether or not you have already "written over" where the data was.
Data is not really deleted in the trash. It is marked as being "overwriteable." With the right software you can often get it back.

There is always the Recycle Bin, which is where the trash goes, and yes you can get it back from there. You need to empty out the Recycle Bin once in a while too as it takes up space in your computer's memory.
