    can a funeral home hold the death certificates and not give them to you until the bill is paid off in the state of georgia

    No, funeral homes are not the ones that are responsible for originating death certificates. You can get copies at Dept. of Vital Statistics. Funeral homes get them as a service to the family of the deceased.

    the funeral home has the death certificates and won't let us have them until the bill is paid in full. we have it set up on payments.

    Try contacting Vital Statistics to see if they can provide you with copies (for a fee of course). You may need them for getting insurance money or other selling automobiles etc. At the price most funeral homes charge, it'll take you quite a while to pay it off and you may need the certificates before them. I believe I received 3 copies and I had to use 2 to settle up issues, I didn't get them back either.
