Bit unsure about your "or just with it" section but the protocol in Australia is you enclose in the return envelope:
a) A card or short not accepting the invitation.
b) A card or short note politely rejecting the invitation.
You do not go into a long story as to why you will not be able to attend a simple "Thank you for your kind invitation to the wedding but unfortuneatly I/we will be unable to attend."
