This drives me mad I now use double sticky sided velcro it does work out exspensive and it does work the only draw back is that if your rug is thinish it will protrude a little but if you are just using the rug on a wooden floor or a tiled floor its seems to be ok or you get what 6dogs has recommened they are brilliant good luck mel

It's because when you step on the rug it compresses the carpet underneath it in the direction the foot makes contact with the rug. You'd have better luck with a mat specifically designed to lay across a carpet to minimize tracking onto the carpet. They have little nubs protruding from the bottom to better hold it in place. Although not entirely successful all the time, you will find them a lot less frustrating!

I asked my 10 year old daughter why my rug (in this case on top of carpet and just inside of the front door) always moves in the same direction (towards the front door) even though I obviously walk over it in each direction the same number of times. She said...
"It's because of the way the carpet fibers under the rug all point the same way. When you step on the rug, the carpet fibers underneath get squashed down and when they spring back up again they push the rug in the direction they are pointing."
She then illustrated this by scraping her finger across the carpet to show that if she scraped in one direction (opposite to the direction that the rug moves) her finger left a trail in the carpet but left no trail if she scraped it in the other direction.

Carpet creep
Despite all attempts of pads and adhesives, area rugs will tend to creep. As you walk on rugs on carpet the fibers tend to move and move the layers of carpet/pad above and result in area rug "creep." This is a fact of life due to the laws of nature. I live with it every day. I simply pull rugs back into place and get on with my life.
If you have used adhesives and tapes, please remove residues from carpet with solvent cleaner such as dry cleaning fluid or denatured alcohol, blotting from outside stain toward middle to prevent spreading with white rug.I can get be dust in it for that you need the cleaning oriental rugs reagent so it does not shrink now.
