    No, they go in heat 2, 3 times a year depending on breed, maybe more.
    Thats when you need to keep them pended up (not just tied up) unless you want pups.
    Randy is right. They go into heat but they do drip blood during the heat. My mother would put a pair of my father's BVD's on the dog with her tail coming through the front opening of the BVD's and then slip a stick on pad into them. It looked funny but kept the dog from bleeding all over the house.
