Your question contradicts itself. You ask how to turn off the alarm but then in smaller print you say, it will not come on.
Do you want it off or on?
If it's a factory installed alarm system, you'll have to contact the dealer. If it's one you had installed yourself, refer to the owners manual or call the company you bought it from. If everyone knew how to bypass alarm keys or codes, then car alarms would be pointless.
