Best time is around 7 to 8 pm. The sun is already setting or starting to set. Water and nutients take longer to evaporate
which will allow plants to absorb them better.If you water in the evening it takes water to evaporate about 12 hrs. compared to watering in the morning which will evaporate in 6 or less depending at what time you start.
