absolutely. the brown-eyed parent needs only one dominant gene to have brown eyes , therefore if the other gene for eye color is recessive then a child of a blue-eyed parent ( who has 2 recessive genes for eye color)and this brown-eyed parent has a 50% chance of being blue or brown eyed.
