I'm from the UK, but time limits exists and are relevant to most countries. google, 'appeal judgements and proceedures', and youll get more info. Time limits can be srtictly enforced, I've seen people being denied appeal because they were seconds too late. If you think it close you can ask for an extension of time. Have a look at other judgement relating to time delays. Also you may find some good stuff on you tube re: your problem. And ask if there is a contact person in the court who can advise.
