In my opinion it is to keep these countries on our side, or at least not on our "total enemies list" - just in case. In other words politics.

has history not proven we can not buy our friends ?? It seems that those we help use our money to kick us in the ass. Example, France- saved their asses many times and the treat us like crap, I remember when they wanted our war dead out of their country. Isn't the major muslem population also there? I believe lets worry about us first not those that take with one hand and slap us with the other
I totally agree with you Nam Vet. Take care of business at home first and worry about the rest later. Our country is in a world of hurt, people are homeless and hungry and sick. Take care of our own first I say.
