Composted manure of any kind is good fertilizer for most anything. As long as it's composted, any grass seeds or weeds that were eaten would be decomposed and probably won't grow again once put the manure in the ground.

Horses eat grass and sometimes the weeds that grow with it, thus using fresh or dried horse manure will start these grass and weed seeds growing in your garden.
