I'm assuming the child was adopted out? You will need an attorney who can file a petition on your behalf to have the adoption papers unsealed but there has to be a very good reason for them to do this. The reason can not simply be that you feel guilt and want to know your child after 38 years. I'm not asking you to share why your child was taken from you. That's personal and you have no reason to share but the reason will be looked at by the court when considering the petition.
