Most computers have them built in and they activate automatically when you visit any site that allows for voice chats. If your computer does not have a built in mic, you can purchase one anywhere that sells computers. Headphones with attached mics are the best as they don't allow feed back to the listener which sounds like submarine sonar pinging. Mics and headphones simply plug into your computer and are able to be used instantly.
