If one owes an income tax amount due to withdrawing monies from an RRSP from a previous tax year,because not enough income taxes withheld, can one negotiate with the government on the amount owed? If so...how?

thank you.....forgot to mention that this is in Canada and is a Canadian tax question for Revenue Canada....any further advice?
