A tweet is a post someone makes to a twitter account. People follow their friends, favorite musicians, favorite actors or anyone who tweets to an open account with similar interests to the follower. You can follow by sending a request to a user to be allowed to follow their twitter account. You will need to create your own twitter account to do this. https://twitter.com/signup
