    i had a pre-payment meter for gas the company forgot to adjust the meter when there price went up now 2 years later they've billed me for it can they legally do this

      If it is an accurate billing for the amount of gas used, yes, but I would complain to the Public Utilities Commission first. Sometimes they will get the bill adjusted for you.
