High CPU usage means your computer is working pretty hard because of a precess that requires a lot of it's resources. Normal CPU usage is between 2-7 percents when your computer is idle.
You can check you CPU usage by pressing Ctrl+Alt+Del and clicking on the "Processes" tab to see if there is a process that causing high cpu usage. you also can click on the "performance" tab and see your general cpu usage.
