Not all ipod applications allow the rotation feature. But if this is happening on the ipod home (desktop) or other rotation-view applications, there could be a glitch. The easiest solution is that you accidentally locked or disabled the rotation orientation feature on your ipod. Double-click your home button and slide to the left. You will see a lock icon. Tap it to unlock.
