What do you mean "write web"
Web sites are written in HTML among other computer languages you can do it in any word processor but only see it when on a browser.
I used Netscape but then they quit having it in there browsers, if you can get a copy of Netscape 7.2 it's nice program, you can buy several but Netscape is free.
Mac has iWeb but I have never tried it.
