With valve covers I have always started at the centre and worked towards each end in sequence one at a time towards seperate ends and only just nip the bolt up slightly.After three "nips" you can tighten firmly but don`t overtighten or you can sqeeze the seal out. By valve cover I have assumed you mean rocker cover. If you meant cylinder head the same sequence applies in basics but the final torque should be around 120 to 130 psi.
