The infield fly is a judgement call made by the umpire. There must be 1 or 0 outs, and runners in a force out positions (example: runner on 1st, runners on 1st and 2nd, or bases loaded 1st, 2nd, 3rd.)
When the ball is batted into the air, the umpire will make the judgement call on whether or not the ball can reasonably be caught by a defender. In short, it is possible to have an "infield fly" called even if the ball travels outside the "infield".
