You can`t do it at home, take the wheels to a powdercoater. If you meant what process is used the metal is charged with a positive electric charge the powder with a negative charge. The powder is sprayed onto the metal and is held by electro magnetic attraction. The object is then heated at a high temperature which causes the powder to melt into its` self so forming the continuous coating.
