Nurseries and hardware stores sell a Gopher and Mole bait, unfortunately it relocates them to Heaven. As far as I know the only thing that would get them into a Havaheart trap would be beets, potatoes (other underground type veggies) and the trap would have to be covered up as they like to be underground and not on top of it which is why they probably won't go in it.
