    Only to the extent they are enforced by the authorities in charge. The health and safety policies are on the books for the general welfare of the public. By establishing proper practices and procedures to regulate how business is conducted it is hoped to stop unsafe and unfair methods so that unaware public is protected. Today however, everyone needs to be their own "watchdog" and also report any activity which is unlawful or unsafe. California and New York have some of the strongest health and safety codes in the Nation to protect the social sector from abuse.
