Because the Republic of Ireland "rebelled" against the British. N. Ireland is still a part of the United Kingdom.

I am partly of Irish decent not the North - but I feel the Queen is not so keen to go to Northern IReland or the South - she is not a political animal just a plain old lady. My labour deludes himself all is ok between UK and Ireland - he should think again.
