As far as I know, the Arabs there worshiped many Idols, so naturally they started placing Idols in and around the Kabba,, the idea is that when Abraham built the Kabba it was pure and not like this. but latter when Arabs started worshiping Idols they started placing them there,, latter when Mohammed took over the Mecca he removed them from the Kabba brining it back to its original state.
