If you mean you want to upgrade your operating system (say Windows XP to Windows 7 on PC, or OSX 4 to OSX 5 on Mac) you need to go to a retailer or to an online shop like Amazon and purchase a disc of the newer operating system you want. Then when you get it follow the instructions. It's important to first back up your computer before you install a new operating system because it will clean out your storage. You'll need to reinstall everything after, software and pictures, documents, etc...
