Went through this several years ago when my car was stolen. The kid got probation and I was stuck with a $4,000.00 damage bill (insurance paid but what a hassle). The courts said "he has no Money, what do you want us to do"? Prosecutor said it was like beating a dead horse.
You can have the court to attach/garish wages which should allow the state or irs to withhold any due refunds or you can also put liens on things like autos homes (real property) and courts can also freeze/attach bank accts.
