Well once again we have someone who does not tell us all. Where are you living are you a native of that area. I will try to help anyway. The normal process for "aliens: as in foreign people is, first you apply for a fiancee visa. This allows you to come over our border. You have to marry the person within a specific period or leave. After you are married you are granted a temporay spouse visa then after ,I think, 2 years you are granted a full spouse visa. You are then entitled to medical care, free hospital care under our Medicare system. You can also apply for a drivers licence and vote in our elections for state or federal parliament.
