Anybody can be an unlicensed property manager if they are willing to put in the time that this position requires. Like showing the property to prospective renters, passing on the rental applications and then reviewing the information on the applications and checking out credit reports etc. Finally contacting the proposed tenants and arranging for them to move into the property. It may also involve cleaning the property or hiring someone to clean it between rentals etc.
There is a lot of work involved in this type of position, it could be a full time job without being a personal assistant on top of it. Familiarizing themselves fully with the property and then carrying out the above duties could be tough.
